Current wallpaper on my home system. SPQR stands for "The Senate And People of Rome" and was commonly tattooed on brave and highly-ranked Roman legioneer soldiers. The eagle is just a cool art deco-looking symbol of strength.

Thing is most roman soldiers didnt have this tattooed on 'em bcs it was considered an art of the barbarians and it was really UNRoman for them...
The Eagles head should really be facing the other way too. But now you know that the USA's eagle is staring just like this one bcs it was inspired by the Roman eagle that faced his head to the left.
